It is up to the land managers to open and close the land to hunting. The legislation would change the policy to presume they are open to hunting unless they come up with a reason to close it. Read the article and the legislation.

When the gov shut down they closed off all federal public hunting lands. I heard at some point they were trying to pass legislation that would prevent bullshit like that from happening again.

The idea that federal land can "close" makes me both laugh and angry.

Dude remember when BLM, Forest Service, and Wilderness areas didn't close down to hunting during the federal shut down? I do. It was only stuff like monuments and wildlife refuges that were "closed" to hunters.
