We were lucky (Years ago) that our rice farmer friend has a PTO pump for the 105 acres we flooded. We only had to use it once and it wasn't very much more than buying water from the irrigation district but we had water when others didn't and that made a big difference. Our shooting was far above average that year.
It is not just irrigation water for crops that is a problem, today rice farmers aren't allowed to burn their stubble so they have to disc it and flood it which means lots more water available for ducks, even water on land with no duck blinds which tends to spread the ducks out, often quite a ways out.
My friend in Gridley says he is looking at 50% water for next rice season and perhaps no water after the growing season unless something drastic happens with the weather.
Could be that if you have water to flood rice next season and many people don't have the water you could be in for a record killing year.
