The Illinois River in Oklahoma has excellent waterfowl hunting opportunities after everything else in the state freezes up. (that's what I've heard anyway)
There are several quality guides that do their thing there.

Ducks-n-Bucks Guide Service could be a place to start.
I've heard that it's incredibly stupid to fuck around with a crazy man's head.

Have a friend that has gone to OK a couple of times on a guided trip, and hammered Mallards, so you will definitely not be in a duckless state. TK hammers geese in KS, and OK is just South of it, so you should have some good goose opps as well.
