The short of it is that irrigation districts are privately held and are able to irrigate based on priority date and availability of water. Most irrigation districts have fairly senior priority dates in my part of the state, don't know about the west side.
So all the water is controlled by private parties with no input from the state or Feds?
Not exactly, the state owns the water, but any individual can apply for a water right if they have a beneficial use for it. The state is the record keeper of all rights, but any fighting is done in district court.
If there is a shortage of water, senior water rights holders can "make call" on junior users, allowing the senior users to fulfill their rights before junior users can begin diverting. It's simple in theory, in reality things get a little trickier!
