Sounds like you are fucked for duck hunting. I would start at Canby and work my way up the river to Alturas knocking on doors and asking permission to hunt. You might also hang around the Likely Saloon and ask where you can hunt there. I used to own some land in Modoc County and the people are very nice and more of them than less would let me hunt their land. Good luck!

We know where else we could have hunted up there, my grandpa is from Likely, so we know plenty of other good duck hunting spots around Modoc County. We just planned on hunting the NWR because it is the closest to our deer camp, and the easiest to hunt.
