Homemade motion decoys?

Any ideas for them? I'm not talking about jerk cords, I mean stuff like the weasel ball trick.

Does it use a water pump? if it does, I have an old one from a fishpond, so that may cut down the cost.

They work great on windless days but it would be a big pain in the ass to drag in and out of public land. I put mine out when we get water and it stays all season. If you have any wind leave it home.
