Go buy a new pair and keep the receipt somewhere dry and safe. I've been hearing good things about Banded waders. Couple years ago it was the opposite. I'd buy a pair today if I was looking.
A used shotgun can be a good thing if you're picky but used waders is a real bad idea.
Get the best you can afford. Don't skimp. You will regret trying to be el cheapo but...you can get some bargains if you know what to look for.
