They keep changing the boat law!!?!?!?

The topic: Boater Safety Certification in Illinois
Used to be you had to be born (or hatched) before Jan 1980 to be exempt from taking the 8-hour watercraft safety class.
Looked it up today and it says Jan 1 1998 now. So you basically have to be past 18 and your exempt from taking the class.
Makes almost no sense.
Did I miss something? Planning on turning loose a new guy to drive my ass around scouting for ducks.
I think he's 30-something but don't want mister greenjeans giving us some sort of unexpected expenses.
