i heard once that if you put peanut butter over a dealership decal or the residue from an old bumper-sticker and leave it over night that it will come off easy and not hurt the paint. never tried it myself though, so i offer no guarantees or warranties. i have used it to get the price tag glue off of a gold club before though and it worked.

Stickers...use Zippo lighter fuel. It eats the glue but not much else.

what do you call surgical steel? 304 or 316 stainless steel is surgical steel and not that bad to put an edge on.
i also would think its illegal in your home state
