Wrong, if that were so, then when I was in Cali, I would have had better milage. It is a good 20 degrees colder in Oregon than in SoCal. Now if you had used the arguement about air pressure, as in atmospheric, you might have gotten some where. I get 20% better milage when I am in WY at 5500ft and above.(only because of the EFI)
Alcohol is less combustible, or actually slower in the process. The VOC for Ethanol is different than the benzyne and other compounds normally found in gasoline. By adding alcohol they are removing moisture from your tank but, they also slow the burning or ignition rate by diluting the gas with the alcohol, which burns slower due to it's VOC.
