In Alabama you don't have to register a boat trailer if you intend to keep the boat in state but if you want to take it out of state you need one.
I honestly dont know what the ruling is in OR. I bought it brand new in '06, the dealer never said anything and (knock on wood) I've never been stopped.
In Oregon, any trailer that is less than #1800 combined weight does not have to have tags. The thing people miss on that is combined weight. That means the trailer, boat, motor, fuel and anything in the boat or on the trailer. Basically if you have a 18' sled with a 150hp outboard pump, the fuel and your gear will likely put you over the #1800.
I have never seen anyone being weighed though.
If you load your boat down with camping gear, you're probably over weight too.
Here is what the Oregon DMV has on their website.
"You do not have to register a light trailer (which includes a utility, boat, or horse trailer) or obtain a trip permit to operate it on the road if the trailer, plus the heaviest load carried, weighs 1,800 pounds or less. However, you may wish to obtain a title for your trailer because most law enforcement agencies and insurance companies want to see proof of ownership if it is ever stolen. All trailers used on the road must be equipped to meet safety standards"
