I repaint my old beat up decoys into divers with spray paint. I also clear coat my cheaper decoys(GHG, Tanglefree, Flambeau, FA) to make them last longer. Krylon flat clear coat.

the parker decoy paint kits they sell at cabelas are pretty good. also knutsons has them in kits or just each color.
for black, gray and white i use ace hardware brand rust stop. i get flat white and flat black, then mix the two to get any gray i need. the ace brand paint dries flatter than rustoleum.
all of the above are oil based.
