Did you read the entire indictment against him?
What I saw was that he killed over his limit on a video hunt and the camera people ratted him out.

Foiles faces felony conservation charges
A Pittsfield businessman has been charged with numerous felony counts in federal court. The charges are all related to conservation offenses.
A federal grand jury in Springfield returned a 23-count felony indictment last week charging Jeffrey B. Foiles, owner of Foiles Migrators, with conspiracy, wildlife trafficking, and making false writings in connection with the illegal sale of guided waterfowl hunts, the Department of Justice announced Thursday, Dec. 9.
The indictment charges Foiles, 53, of Pleasant Hill, with conspiracy to violate the Lacey Act and the federal false writings statute, 12 substantive violations of the Lacey Act, and ten counts of making false writings in a matter within the jurisdiction of the U.S. Fish and Wildlife Service.
The Lacey Act is a federal law that makes it illegal to knowingly transport or sell wildlife taken in violation of federal law or regulation. The act defines the sale of wildlife to include the sale of guiding services for the illegal taking of wildlife.
According to the indictment, Foiles was one of two shareholders of the Fallin’ Skies Strait Meat Duck Club, LLC located in western Pike County. Foiles sold and led guided commercial waterfowl hunts at the club and elsewhere, including Canada. Many of those hunts were subsequently featured in hunting videos, starring Foiles, who reportedly also had sponsorship arrangements with well-known sporting goods companies.
The indictment alleges that from 2003 to 2007, Foiles conspired with others to knowingly transport and sell ducks and geese that had been hunted and killed in violation of federal laws protecting migratory birds. In particular, Foiles is alleged to have sold guided waterfowl hunts at the Fallin’ Skies Strait Meat Duck Club in Pike County, for the purpose of illegally hunting and killing ducks and geese in excess of hunters’ individual daily bag limits. Foiles and his associates are also alleged to have falsified hunting records at the club in order to conceal the excesses, and to have filmed the illegal hunts for inclusion in commercial hunting videos. There are also alleged violations in Canada and in Colorado where Foiles is alleged to have parked at a city park in Loveland, used bread to entice Canada geese to come near his vehicle, shot the geese with a pellet gun and removed their leg bands or collars which he used to decorate his duck and goose call lanyard which he reportedly wore in his videos, according to the indictment.
In some of the charges, Foiles and the group of hunters he was guiding are charged with taking between one and 26 waterfowl over the limit on certain days.
The United States government has notified Foiles, through the indictment, that it will seek the forfeiture of two 2007 Arctic Cat ATVs, 13 Benelli shot guns and an undisclosed number of duck and Canada geese decoys. If any of the items on the list cannot be located or has diminished value, the government shall be entitled to forfeiture of substitute property.
The maximum penalty for a felony violation of the Lacey Act or the federal false writing statute includes up to five years in prison and a $250,000 fine.
Foiles is due to have his first court appearance Jan. 19 in federal court. A person answering the phone at Foiles Migrators in Pittsfield said no change in business hours at the facility was expected but declined comment on any other aspect of the allegations.
An indictment is merely an accusation, and a defendant is presumed innocent unless and until proven guilty in a court of law.
The case was investigated by the U.S. Fish & Wildlife Service, in cooperation with the Illinois Department of Natural Resources, the Iowa Department of Natural Resources, and the government of Canada. Negative, I didn't read where it said anything about shooting park geese for leg bands. Also, if I had kids, I would not teach them anything like that. IMO, hunting is not a sport it is a means of food and a tradition. That is what they would be taught. A lot of people speed up to run over critters on the road, I don't, I slow down and let them pass. However, I may or may not have allegedly killed over limit on several hunts of different species of animals.

I am not against people killing over their limits for food. If that is what is necessary for you to survive it is your God given right to kill animals for food, but Foiles didn't do that he killed over his limit for money completely different.
