FOID help

Trying to help someone get ready to hunt. He's in Illinois, but from S.C. and is in the military.

I need to know if military is exempt from foid requirements.
Here's the answer I got from da main.

Unless specifically exempted by statute, any Illinois resident who acquires or possesses firearm or firearm ammunition within the State must have in their possession a valid Firearm Owner's Identification (FOID) card issued in his or her name. Non residents are not required to have a FOID card. New Illinois residents have sixty calendar days after obtaining an Illinois driver’s license or Illinois Identification Card to obtain a FOID card.


The part I made bold is what I'm wondering...

I don't think he's an IL resident, unless he changed his home of record?

He will not need one. As long as his residency is not in Illinois he will be fine. He will need to carry a copy of his orders to verify that he is in fact a member of the military.

Military members do not become or have to become IL residents if they reside there on military orders.

h) Military personnel. Under 50 USC App. 571, members of the U.S. Armed Forces (and commissioned officers of the U.S. Public Health Service) will not cease to be domiciled in Illinois solely by reason of their assignment to duty in other states for long periods. Domiciliaries of other states will not become Illinois residents under the Act solely by reason of their presence in Illinois under military orders.

So your friend does NOT need that card.

I thought so. Still to be safe I will check. He has ooser license so either way he dont need foid.
Wanted to NOT go the ooser way. All he needs is stamps.
No license needed.
Sept. 1 will be here quick. No time to waste.
We WILL be checked. Not 50/50 but we Will 100% for sure get checked. We have to have the geese checked.

He still needs IL hunting licenses, federal duck stamps ,and a state stamp if IL has one...

Idnr.gov says he dont need anything but a federal stamp.
Look it up and double check plz.

On page four of the Illinois Digest of Waterfowl regs it says servicemen need only a federal stamp.
I asked about foid. It is kinda not stated as you see in the op.

Betty he can only hunt in IL without a licence if he is a resident of IL stationed OUTSIDE of IL and is home in IL on leave. (A lot of states do this)

If he is a resident of another state and is STATIONED in IL then he does NOT need a FOID card but DOES need the same licenses and stamps as you. However he is given resident prices even though he is not a resident. (A lot of states do this as well)

Yep. I am a Alaska resident but have a ND resident license. Because if my military status.

This is what we are arguing about olly.

“SERVICEMAN” = persons on leave from the Armed Services, having entered the military as an Illinois resident.

My guy will be on leave. He's stationed in Illinois so the second part of the exemption doesn't apply. He will need his orders to prove he is on leave.

We agreeing now? (hope so)

Nevermind, the comma means AND, not OR.

Been pm'ing with some admin guy. He convinced me to remain calm, all is well.

The license and stamps my guy needs are only going to be $43. Not worth crying over.
I thought it was going to be like Arkansas. They rape me pretty good for all the licenses and permits for WMA's etc.

If I get caught trolling I would admit it. So far this is the first time I been accused. I may have done what you say, just not this time. I'm really trying to help a serviceman go hunting. He's asking for leave to do the hunt and I don't want to make him look like a fool. If I look like one...who cares. Ran into a wall, cracked my head, but bounced back and recovered.
It was frustrating. I got the help I needed. It's all good.

I'm surprised no Illinois residents have'nt challenged this Illinois rule in court. This sounds like gun registration to me. I'm so glad I live in Texas.

Sounds like dont mean it is. No guns are registered in Illinois. Legal gun owners are. Same thing kinda sorta...u figure it out.
