This enough to freeze up small ponds? Have wind speeds in the teens.

Highly doubt it. Unless its been that way for a few weeks.

Depends how sheltered from the wind they are. You might have some skim ice in the morning but it should open back up during the day.

Nope, you need weather where it's below freezing for days and not 30...I mean like single digits at night with teens or twenties in the day...
That is when you go ice fishing or stay home and watch football . Winter came on hard n quick this year.

Yeah it's not going to freeze especially with the rain. I'd say that weather is pretty damn good for duck slaying though, but I've never been to texas.

My PONDS will freeze if it reaches 25 with no wind. Would help out if they weren't damn near dry.

Your water is probably warm enough you might not even see skim ice. Maybe on very small water.
