Hunting in government shutdowns

It is technically illegal to hunt on federal land during government shutdowns, as was the case in 2013. Legislation was just introduced in the Senate that would allow states and local governments to keep federal land open for hunting in case (God forbid) the federal government shutdowns again. What law was violated? None that I am aware of. What the 2013 government shutdown showed is how vindictive President Obama is. His goal was to maximize pain in order to gain politic concessions. He want so far as to close down UNSTAFFED open air monuments.

Obama took a lot of actions to maximize the pain of a shutdown in order to maximize his political gain.

Law enforcement is an essential government operations and it does not shutdown during a government shutdown. Only "nonessential" functions, basically those things that go on during holidays and other regularly scheduled shutdowns.

I'd like to see a good clean bill that fixes a lot of the vindictive measures the President took in the last shutdown. That way if the President vetos a bill that causes a partial government shutdown, it won't be as easy for him to unnecessarily harm people to get his way. I am funded by government appropriations and was unimpacted by the shutdown. Obama has since changed the rules so I will be harmed if there is another shutdown. Why would he do that? I guess he's looking out for me
