So, yes it says you can't take game birds, including waterfowl by hand.
all of that being said, the duck commander admits that his first duck was with a sling shot and a sling shot is NOT an approved method of taking game birds in ANY state. Phil Robertson is the same as Jeff Foiles in my book.
