So after a couple of recent vet visits I found out why everyone was so concerned about my dogs junk. In the city of Albuquerque, there is a $150 per year license fee to keep your dog intact. And to ensure they get their pound of flesh for their residents, vets are required to report "unregistered intact dogs". I have to travel into the city for vet services, but don't have to pay the fee. I guess they don't like playing tax man. Or they don't like balls it's hard to say.

I quit taking my dog to the vet since the vet is where law enforcement wants to collect their fees, taxes, and information to use against me.
